NEW Public Assistance Policy Guide. FEMA has released the new Public Assistance program and policy guide that will go into effect January 1, 2016 for all disasters declared after that date. The new guide:

  • provides clear and concise policy language to minimize multiple interpretations
  • increases consistent and efficient PA Program eligibility determinations of applicants, facilities, work, and costs, thereby minimizing appeals;
  • eliminates duplicative language and redundancy; and
  • provides ease in searching for policy language on specific topics.

If necessary, FEMA will make updates annually to this guide at http://www.fema.gov/public-assistance-policy-and-guidance. At this time, the guide is only available online.

Debris Management. FEMA will present two two-day Debris Management courses in early February 2016:

  1. February 2 and 3 at the VTrans-Mendon Conference Room (84 U.S. Route 4, Mendon), and
  2. February 4 and 5 at the Waterbury State Office EOC (45 State Drive, Waterbury).

The Debris Management Planning for State, Tribal, and Local Officials (L-202) course summarizes the issues and recommended actions necessary to plan for, respond to, and recover from a major debris generating event. Developed from a pre-disaster planning perspective, the course includes debris staff organizations; compliance with laws and regulations; contracting procedures; debris management site selection; volume-reduction methods; recycling; special debris situations; and supplementary assistance.
