Vermont law gives municipalities the authority to approve in-stream work to address imminent threats of significant damage to life and property. However, the 2012 Rivers Bill requires that in-stream work be authorized by a municipal legislative body to address imminent threats and to meet specific reporting requirements and implementation standards established by the Vermont Agency of Natural Resources (ANR). In accordance with the Rivers Bill, ANR adopted new rules that create a process for local authorization of Emergency Protective Measures. This video provides information on this new process.
