Welcome and Overview

Abby Friedman, Director, VLCT Municipal Assistance Center

Furthering the Fair Housing Act in Local Land Use and Practices

This session will help localities understand and comply with their obligations under the federal Fair Housing Act and Vermont state law regarding prohibited local land use and zoning laws or policies that discriminate based on protected status. Attendees will learn how communities can take action to overcome economic and other forms of segregation, promote fair housing choices, and foster inclusive communities. Also addressed will be the types of actions that may violate the law, the difference between intentional and disparate impact discrimination, consideration of fears or biases in the community in decision-making, and specific issues related to families with children and individuals with disabilities including homeless shelters and group homes and reasonable accommodation requirements.

Karen Richards, Executive Director, Vermont Human Rights Commission

Floodplain Management Redux

In this session, we will review municipal floodplain management through the National Flood Insurance Program, including an overview of key regulatory requirements, mapping, and flood insurance implications. In addition, we will discuss state floodplain jurisdiction – including Act 250 and the State Floodplain Rule for development exemption from municipal regulation – and provide program updates, including training module development, model bylaws, and FEMA maps.

Rob Evans, CFM, State Floodplain Manager, River Corridor and Floodplain Protection Program

Our speakers will also explain new regulatory requirements and funding opportunities and the context in which they arise, including changes to Act 250; stormwater, wetlands, and hazardous materials regulations; and net metering and energy storage.
